The Failure of the 28-Point Peace Proposal for Ukraine: Why Peace Negotiations Continue to Falter

Europe felt a moment of respite on Monday, as the tension caused by the introduction of a new 28-point plan for ending the war appeared – momentarily – to have been stabilised. A Washington representative spoke of "substantial progress" after bilateral negotiations in Geneva. On Monday night, the Kremlin made its response: a renewed assault of rocket attacks on Kyiv.

The Pattern of Peace Talks and Military Action

The sequence of contrasting events captured the harsh reality of the current period. By day, political struggles are waged: hopeful statements are delivered from different nations. Considerable effort is expended on managing certain initiatives. By night, Moscow clearly shows the world that, for them, conflict continues to be the key method for achieving "resolution".

After-Dark Attacks

As the offensive progressed into the early hours of Tuesday, the immediate reality of Ukraine's defenselessness was exposed. Ukraine is capable of detecting missile launches from enemy soil, a capacity afforded by up-to-date information. From witness perspectives, military aircraft that had been dispatched to engage hostile aerial threats roared overhead – modern combat jets provided to Ukraine by Western partners.

Soon thereafter, Kyiv's air-defence systems thundered: defensive missiles targeted at a hostile projectile. This was a sophisticated defense system at work, most likely provided by allied countries. Every launch jolts you unexpectedly, causing tremors. The moment of terror quickly transforms into resigned acknowledgment: possibly the hostile projectile won't cause damage this time, sparing the city from devastation and further power outages.

Persistent Threats

Not long after, a automatic firearm opened up on a unmanned aircraft close by, part of a defensive team – probably allied-provided weaponry. Sadly, the bullets missed the opposing UAV – it maintained course toward its objective.

With pauses, this continued until dawn. Kyiv faced the daybreak reports: multiple fatalities, damage and infrastructure problems in multiple buildings as a result of the nocturnal offensive. As typically, everyone still continued their routines – enduring hostilities. But those 24 hours encapsulated Ukraine's critical military reliance on external assistance – a dependence that European nations are demonstrably unable to replace in the immediate future.

Failed Diplomacy

The 28-point plan from American leadership provoked deep reactions, discussion and serious worry – and temporarily diverted attention from Ukraine's largest corruption scandal in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and international summits.

Every new initiative from US leadership unfolds according to the same pattern: a diplomatic cavalry charge against Ukraine, which Kyiv, with partner nations, manages to fend off. They manage the tension but never actually win the battle. This trend will, no doubt, persist.

Strategic Calculations

It is convenient to criticize certain parties of repeatedly advocating Kremlin's demands. But that does not seem to be the whole story. US administration functions according to a premise familiar among international relations experts: you cannot achieve through diplomacy what you have failed to defend militarily. The American government believes that it is impossible to force Russia to abandon the territory that it already controls in Ukraine's occupied territories.

The problem is that while accepting these circumstances, American administration does little to deter Moscow, through diplomacy or military means, from believing that the status quo will not evolve additionally in its favour in the months ahead.

Divergent Views

Therefore, the Kremlin is certain that duration works to their advantage – that Ukraine and its partners are coming close to fatigue. Their reason to agree to terms that does not give them the largest achievable advantage is virtually nonexistent. There may be many attempts to stop fighting, but they will carry on as long as Russia's leadership remains highly assured in the outcome.

On the contrary, Kyiv believes that Ukraine can still persist, gradually sacrificing people and territory but preventing a entire defensive failure until circumstances change in its favour.

Current Realities

Factually, there are no genuine requirements for a ceasefire. Now, subjective factors are becoming relevant: political desires to negotiate peace and obtain worldwide acknowledgment, and Ukrainian leadership's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to mobilize citizens around the country's interests against any initiative Kyiv finds unsuitable, so that their priority does not shift toward homefront challenges. And although their mission will now be significantly challenging after latest incidents, it remains quite doubtful that this will change their overall approach.

These conflicting dynamics are guiding negotiations.

Conclusion and Outlook

It took a mere seven days to eliminate the proposed articles of the most recent proposal. Assertive and inconsistent approach of the matter by American leadership, pushback by Ukraine and the other European countries, along with soothing efforts of negotiators, and finally, recent disclosures, all served their function.

While new plans based on old ideas are forthcoming, Kyiv, London and other European capitals should reach an essential realization: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are founded on Moscow's terms and demonstrate particular unwillingness to modify developments, if they remain united and enhance their military capacity at a much faster pace. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the coming months, primarily depend on ongoing international assistance.
